Wesley Oswald, M.P.H.
Chief Executive Officer - Interim

Wesley Oswald has extensive health care leadership experience, including spending the previous 43 years as CEO and Interim CEO at various institutions across the country. He comes to MHCS from Quorum, which is a company that provides independent hospitals and health systems with management support services, consulting, education, and training programs.

As a CEO, Administrator and Interim CEO, Wesley has served at hospitals in Texas, Michigan, New Mexico and Florida. The majority of his work has been at non-profit, community owned hospitals that are comparable to Memorial.

Originally from Goshen, Indiana, Wesley earned a BA in Business Administration from Goshen College and an MPH in Public Health/ Hospital Administration from the University of California. Wesley and his wife, Mary Jo, have been married since 1961. They have one daughter and one son (who is deceased) and seven grandchildren. In his spare time, Oswald enjoys golf, reading and singing in the church choir.


Jill Trosin, R.N., M.S.N.
Chief Nursing Officer

Jill Trosin has extensive nursing and health care leadership experience. She has led ICUs, surgical and neuro units, inpatient rehabilitation, respiratory care, emergency care (where she developed a Level 3 Trauma Program), diagnostic cardiology, medical-surgical as well as many other areas.

Jill has served as Director of Patient Care Services at Mount Carmel West in Columbus.  She has also worked at Flower Hospital in Sylvania and St. Charles Mercy Hospital, in Oregon, Ohio.

A graduate of the Medical College of Ohio and Lourdes College, and a native of Monroe, Michigan, Jill began her career as a nurse, a profession she had wanted to pursue since she was a child


Rick Ruppel, CPA (non-practicing), M.B.A.
Chief Financial Officer

Rick Ruppel is the Chief Financial Officer at Memorial Hospital. Rick received his BBA in Accounting and MBA from The University of Toledo. Rick has over 30 years of progressive financial accounting experience within health care and industrial organizations. He served as the controller at the Toledo Hospital in Toledo, Ohio and on the corporate accounting staff of Questor Corporation in Toledo, Ohio before coming to Memorial Hospital.


Karla Falls, M.S.A., L.S.W.
Vice President, Ancillary and Professional Services

Karla Falls began her career at Memorial Hospital in 1986.  She is an accomplished health care professional with more than 25 years of experience in leadership roles.  Karla has served in several management positions prior to assuming her current role including:  Director of Social Work, Director of The Center for Mental Health and Well-Being,and Vice President of Quality and Organizational Development.  She received her B.S. in Sociology and Master's Degree in Health Services Administration from Central Michigan University.  She has been married for over 30 years and has three children.  Karla's favorite hobbies include traveling and reading.
